The survey was conducted among drug-using clients of the Low-Threshold Service Point (LTSP) that operated in Kaliningrad under the EU-funded project “Taking up Challenge: Developing Services to Contain the Spread of HIV and TB among Injecting Drug Users in Kaliningrad Oblast” between October 2012 and November 2013. The LTSP was established in cooperation between Kaliningrad Drug Treatment Dispensary and the NGO “YLA” in September 2012.

In The Lancet, Evgeny Krupitsky and colleagues report on the use of injectable naltrexone for treatment of opioid dependence. Their report comes some months after the US Food and Drug Administration (FDA) approved use of the preparation for opioid-dependent patients on the basis of the same findings. But a question is why researchers and institutional review boards deemed it ethically acceptable to expose some study participants to placebo.

The survey was done in early 2011. The questionnaire was distributed via harm reduction list serve and one website for drug users. 29 respondents from 22 cities including harm reduction workers and drug users took part in a survey.
